While the global ocean needs more protection, simply declaring Marine Protected Areas (MPAs) isn’t enough. They must be effectively managed through community engagement, threat reduction, monitoring, and enforcement. However, workforce capacity remains one of the strongest predictors of conservation success, with only 9% of MPAs reporting sufficient staff. To address this urgent need and implement the 30×30 target equitably, the Blue Nature Alliance partnered with over 70 leading capacity development practitioners and marine conservation leaders in 2023. Together, they formed the MPA Capacity Community of Practice.

Using a systems approach to engage marine practitioners, managers, policymakers, and donors, the Community of Practice aims to scale MPA capacity development to reach 30×30 effectively and equitably.
